What you need to know

As a Box Hill Institute student, the tuition fees you pay will depend on:

  • whether you are enrolling in a VET/TAFE level course (certificates and diplomas)
  • if you are eligible for a government-subsidised place
  • whether you are enrolling in a Higher Education course (undergraduate or post graduate) 
  • For VET/TAFE courses, you might be eligible for tuition fee concessions or exemptions - read on to find out more

Please note, in addition to your tuition, the following fees can apply:

Service and Amenity

Box Hill Institute levies a compulsory student services and amenities fee to provide services of direct benefit to students. The fee helps to pay for important student services such as libraries, counselling, welfare services, recreational services, and printing.

Government Subsidised Place Eligibility

The Victorian Government provides subsidised places for eligible residents into many TAFE courses. This is via funding under Skills First.  In general, you are eligible for a government-subsidised training place if you are:

  • an Australian citizen, or;
  • an Australian Permanent Resident (holder of a permanent visa), or;
  • a New Zealand citizen, or;
  • an Asylum seeker/victim of human trafficking (you must have ARC/ASRC referral, or online VEVO validation by Institute staff)

and are:

  • studying in Victoria or an approved border region for the duration of your studies (are physically present in the State of Victoria for all training and assessment, or are physically present in an approved border region for all training and assessment. See approved border region postcodes.
  • commencing no more than 2 government-subsidised qualifications and 2 government-subsidised skill sets in a calendar year; and
  • concurrently studying no more than 2 government subsidised programs (qualifications or skill sets) at any one time.

You are also required to:

  • obtain a USI (Unique Student Identifier) prior to enrolment as part of your eligibility for a government subsidised place.
  • provide evidence of your citizenship/residency at enrolment. This can include one of the following (original or certified copy required):
    • a current green Medicare card
    • an Australian birth certificate (not birth extract)
    • a current Australian passport
    • a current New Zealand passport
    • an Australian Citizenship Certificate
    • an Australian Certificate of Registration by Descent
    • your visa confirming Austalian permanent residence AND your foreign passport or ImmiCard
    • a New Zealand Birth Certificate
    • a New Zealand Citizenship Certificate.

Under 17?

If you will still be under 17 by the commencement of your course, additional requirements and documents are required:

  • If you are under 17 with year 10, you must bring correspondence from your school principal to move to Box Hill Institute
  • If you are under 17 without year 10, you must bring correspondence from a Department Regional Director to move from your school to Box Hill Institute
  • If you are under 17 and not currently or have never been enrolled in a Victorian school (i.e. coming from interstate, overseas or home-schooling), you must bring correspondence/approval from a Department Regional Director to move to Box Hill Institute.

A completed 'Exemption from School Form' is the common method of acceptable correspondence to submit to us.  

Enrolling into a Foundation Skills Program? 

If you are enrolling in a Foundation Skills Program, two extra eligibility criteria apply as follows: 

  • You must not already have completed an Australian Diploma or higher level qualification; and 
  • You must not already be enrolled in a Commonwealth 'Skills for Education and Employment' (SEE) program. 

Already enrolled with a secondary school? 

If you are enrolled at a secondary school, you will not be able to receive a government-subsidised training place for a course at TAFE, unless you are undertaking the course as part of a School-Based Apprenticeship or Traineeship. The Government supports schools in other ways to offer vocational training to their students, so you should discuss all your options with our Student Recruitment staff.

Impact on Future Eligibility

If you are accessing a government subsidised place in a TAFE course should be aware that the course is being subsidised by the Victorian and Commonwealth Governments under the Skills First Program. Note that enrolling in a Government Subsidised place will affect future training options and eligibility for further Government Subsidised training under the Skills First Program.

General Eligibility Exclusions

You are not eligible for government subsidised training at a TAFE if you are one of the following:

  • a Secondary school student already enrolled with a separate government, non-government, independent or catholic secondary school, or registered for home schooling (school based trainees and school based apprentices excepted).
  • an Interstate resident (unless you are able to physically attend all training and assessment in Victoria)
  • an Overseas resident
  • a Prisoner detained in a custodial setting. (The only exception is an individual on a community based order, or, an individual from the Judy Lazarus Transition Centre, where students can physically access training outside a custodial setting without supervision. Such students must present with a letter from the Department of Human Services, confirming their status in line with this rule, and then attach the letter to the student’s enrolment form).
  • An individual detained under the Mental Health Act 1986; or the Crimes (Mental Impairment and Unfitness to be Tried) Act 1987 or the Sentencing Act 1991 at the Thomas Embling Hospital.

Eligibility Notes

Studying a maximum of 2 government subsidised qualifications plus 2 government subsidised skill sets in a year – further notes

The following are not taken into account when calculating the 2 qualification and 2 skill set yearly maximum:

  • An individual transitioning from a superseded qualification to the current version of the qualification
  • An individual recommencing training in the same qualification (either at the same or a different provider)
  • An individual seeking to enrol in an apprenticeship (not traineeship) after having participated in one of the pre-apprenticeship/pathway qualifications
  • Students who have participated in the 22510VIC – Course in Identifying and Responding to Family Violence Risk
  • Students who have participated in the Literacy and Numeracy Support Units

Government Subsidised Place Special Initiatives

A number of special initiatives are in place that relax certain element/s of the eligibility criteria, including:

Asylum Seekers and Victims of Human Trafficking Initiative

Individuals referred to training under the Asylum Seekers and Victims of Human Trafficking Initiative must meet all Skills First eligibility criteria except the citizenship requirements.

Individuals must present with either:

  • their authorised referral form/s from the Asylum Seeker Resource Centre or the Australian Red Cross, prior to enrolment; or
  • their visa to enable Institute staff to undertake an online VEVO check to validate that their visa complies – please remember to bring your visa with you (or bring your parent’s visa if you are a dependant of an individual who holds one of the eligible visas)

You must hold one of:

  • a valid humanitarian, protection or refugee visa; or
  • a bridging visa and have lodged an application for a humanitarian, protection or refugee visa; or
  • hold a bridging visa and have lodged an application under section 417 or section 48B of the Migration Act 1958 (Cth); and
  • have study and if relevant, work rights

Eligible individuals will receive access to a government subsidised place in a government-funded Senior Secondary or VET course. Concession tuition fee rates will also apply at the Senior Secondary and Certificate I-IV course levels only. (No concession applies to tuition fees at the Diploma or higher level).

Youth Access Initiative

This initiative is to support young people who are 24 years of age and under, to participate in education and training with a full tuition fee waiver. To be eligible, you must:

  • have been, or are currently on a Youth Justice Order or a Child Protection Order; or
  • are a resident of an Education First Youth Foyer; or
  • have been, or are currently supported by, the Refugee Minor Program; or
  • have participated, or are currently participating in, the Children’s Court Youth Diversion Service.

And

  • You must meet all Skills First eligibility criteria.
  • You must present with an authorized referral letter from the Department of Families, Fairness and Housing, The Department of Education and Training/ Department of Jobs, Skills, Industry and Regions, the Department of Justice & Community Safety or an approved referral agency contracted by the Victorian or Commonwealth Government to provide services to children, youth and/or families.

Eligible individuals will receive access to a government subsidised place in a government-funded Senior Secondary or VET course. A full tuition fee waiver will apply.

Training to Support the 10-Year Industry Plan for Family Violence Prevention and Response 

This initiative is to support students wishing to undertake the 22510VIC Course in identifying and responding to family violence risk.

Under this initiative, you may be exempted from

  • 2 skill sets in a year limit and/or
  • 2 programs at a time limit

Free TAFE for Priority Courses

Free TAFE for Priority Courses reduces the financial barrier for students wanting to train in courses that lead to jobs in demand. It gives Victorians the chance to study at TAFE where, more than ever, they can learn the skills we need to build our state.

Free TAFE means that your tuition fees are fully waived. Please note that there are other fees (such as student services fees and materials fees) that you will still have to cover yourself. These other fees vary depending on which course you are studying. Details are available on individual courses.

Free TAFE Criteria

Free TAFE is available to eligible students for one course commencement in a Free-TAFE listed course, in their lifetime.

A further Free TAFE place is only available where: 

    • you previously completed a program that is part of a designated Free TAFE priority pathway, and are wishing to commence another Free TAFE program in the same priority pathway; or
    • you are wishing to study the Certificate IV in Training and Assessment; or
    • the only previous Free TAFE Fee Waiver you received was for a commencement under the Job Trainer initiative.

    (Note - an individual who has accessed an additional Free TAFE Fee Waiver for a program in a priority pathway must complete that program before accessing a Fee Waiver for another program in the same priority pathway)

    Courses Listed for Free TAFE Pathways

    Eligibility

    Any Australian citizen, permanent resident or New Zealand citizen is eligible to do Free TAFE for Priority Courses in Victoria or an approved border region if they meet the general eligibility criteria for a government-subsidised place.

    Please note: The Free TAFE for Priority Courses initiative will pay your tuition fees for only one course, unless the course is part of a Free-TAFE designated pathway as detailed above. Once you have enrolled in a tuition free priority course, you cannot get a tuition free place again, even if you do not finish your first tuition free priority course. However, if you didn’t finish your Free TAFE course, you may re-commence that same Free TAFE course only to finish it off, either with the same or a different provider. This is OK under your one Free TAFE commencement.

    Full Tuition Fee Places

    Full Tuition Fee places do not attract any government funding for the delivery of the course.

    For VET courses, if you are not eligible for a government subsidised place or are on a temporary resident visa, you will be charged Full Tuition Fees for the calendar year. Further fees apply in subsequent years.

    Please note that Full Tuition Fee rates vary, depending on the length and nature of the course. VET Student Loan applies to eligible domestic students enrolling in Diploma/Advanced Diploma/Vocational Graduate Certificate TAFE courses that are approved for VET Student Loans.

    All Higher Education Degree courses are offered on a Full Tuition Fee basis only, as no government subsidy applies. FEE-HELP applies to eligible domestic students enrolling in any Degree course.

    Concessions & Exemptions

    Concessions

    You will pay the relevant concession tuition fee if you hold or are listed as a dependent on:

    • Commonwealth Health Care Card (HCC)
    • Pensioner Concession Card
    • Veterans’ Gold Card
    • if you are an Asylum Seeker/victim of Human Trafficking (as referred by ASRC)

    and

    • you are enrolling in a Certificate I – IV level course; or
    • you are enrolling in a VCE/Senior Secondary course

    (Note - Indigenous students now receive a full tuition fee waiver – see Tuition Fee Exemptions/Waivers section)

    Concession fees do not apply if:

    • you are commencing a diploma, advanced diploma, graduate certificate, graduate diploma course
    • you are not eligible for a government subsidised place

    If you consider you are eligible for a fee reduction, you must present your valid card/proof at enrolment and prior to course commencement.

    If you are considering enrolling and intend to apply for a HCC with Centrelink, you should do so as soon as possible and well before your enrolment. Presentation of a HCC that is valid prior to your course commencement and at enrolment is required to be able to receive concession fee rates.


    Tuition Fee Exemptions/Waivers

    Skills First Aboriginal Access Fee Waiver Initiative

    If you are an indigenous student, you are entitled to a full tuition fee waiver ($0) at enrolment. You must be one of:

    • Aboriginal
    • Torres Strait Islander
    • Aboriginal and Torres Strait Islander

    and eligible for a government subsidised place under Skills First.

    The tuition fee waiver applies to all VET course levels (Certificate I-Advanced Diploma), and all Senior Secondary levels (VCE, VCE-VM, VPC)

    Skills First Youth Access Initiative

    If you are under the Skills First Youth Access Initiative, you are entitled to a tuition fee waiver ($0) at enrolment. You must present a Skills First Youth Access Initiative referral form at enrolment.

    Community Based Order

    If you are on a community based order (non-custodial) you are entitled to a tuition fee waiver ($0) at enrolment. You must present a letter confirming your status from the Youth Justice Unit of the Department of Human Services at enrolment. 

    Judy Lazarus Transition Centre

    If you are under the care of the Judy Lazarus Transition Centre, but are able to physically access training outside of the centre without supervision, you are entitled to a tuition fee waiver ($0) at enrolment.  You must provide a letter confirming your status from the management of the Judy Lazarus Transition Centre.

    Enrolment in a FREE TAFE Short Course

    If you are enrolling in a Free TAFE short course and meet citizenship/residency criteria, you are entitled to a tuition fee waiver ($0) at enrolment: Free TAFE short courses at Box Hill Insitute include, but are not limited to:
    • 22469VIC Course in Introduction to the National Disability Insurance Scheme (NDIS)
    • 22510VIC Course in Identifying and Responding to Family Violence Risk
    • LNSUPPORT Literacy and Numeracy Support units
